Goals of CCE 2021

Character and Citizenship Education (CCE) is at the heart of education in Singapore. Through CCE, students learn values, social-emotional competencies, and develop character and citizenship dispositions that enable them to grow holistically and learn for life. 

To help our students adapt to disruptions in a rapidly evolving world, the knowledge, skills, and values taught in CCE need to remain current and relevant. CCE 2021 has been developed with this in mind, to help our students navigate the realities of their time.

With CCE 2021, we aim to develop in our students:

1. Good character:

Have a sound moral compass, a strong sense of right and wrong, think critically and ethically, be discerning in judgement, take responsibility for choices and actions, be caring towards others and strive for excellence.

2. Resilience and Social-Emotional Well-Being

Have a balanced sense of self, form healthy relationships, be resilient when faced with challenges, find meaning in life, and have a sense of gratitude and appreciation.

3. Active Citizenship

Develop a strong national identity based on a sense of belonging to the nation, a sense of hope in themselves and the future, an awareness of the reality of Singapore’s vulnerabilities and constraints, and the will to act on improving the lives of others and building a future for our nation.

4. Future Readiness

Have a sense of purpose in life, develop the dispositions of adaptability and lifelong learning so as to be able to navigate education and career pathways purposefully and take on the challenges of the future, including the world of work.

Our Approach

CCE Curriculum Content is based on the three big ideas of Identity, Relationships and Choices. It comprises the learning of core values, social-emotional competencies, and citizenship dispositions, with a focus on developing a sense of purpose in our students.

CCE Curriculum Content 

The values, purpose, social School Environment emotional competencies and three big ideas of Identity, Relationships and Choice are woven across content areas of National Education (NE), Sexuality Education (SEd), Mental Health (MH), Education and Career Guidance (ECG), Cyber Wellness (CW), and Family Education (FE), in ways that are age-appropriate and meaningful for our students.

Enactment of CCE Curriculum

CCE is enacted intentionally through learning platforms such as CCE Lessons, key Student Development Experiences (SDEs), school-based initiatives, other subjects, and opportunities for personal application.

Caring and Enabling School Environment

A school environment that enables effective CCE is one with adult role modelling, positive teacher-student relationships, peer support and relationships, student voice and ownership, and consistent and coherent messaging on CCE.

4. Mental Health

Mental Health Education (MHE) builds on the foundation of social and emotional learning to provide our students with knowledge, values and competencies to maintain their well-being, better understand common mental health problems and their symptoms, recognise signs of mental distress, know when and how to seek help and support, and develop empathy and care towards people with mental health problems or mental illnesses.

5. Cyber Wellness

Cyber Wellness (CW) in CCE focuses on the well-being of our students as they navigate cyberspace. Our curriculum aims to equip students with the knowledge and skills to harness the power of ICT for positive purposes, maintain a positive presence in cyberspace and be safe and responsible users of ICT.

Through CW education in CCE, students learn to be respectful, safe, and responsible users of technology and be a positive peer influence, advocating for the good of the community online.

These are the key messages which students will understand:

• Embrace the affordances of technology while maintaining a balanced lifestyle between offline and online activities

• Be a safe and responsible user of technology and maintain a positive online presence

• Be responsible for personal well-being in the cyberspace

6. Family Education

Family Education is premised on the family as the basic unit of society and focuses on the importance of having stable family units with extended family support. Fathers and mothers parent differently and make unique and complementary contributions to the overall development of the child. The role of both parents are equally important. 

The key messages that students will understand are:

• All families are unique. Roles played by different family members contribute to providing love and support for you.

• We can love and appreciate the family for shaping us to become better versions of ourselves and for contributing to our sense of purpose and hope in life. 

• Life goals can include those that contribute to flourishing of self, family, and others that impact the community positively. 

• Families experience change and transitions. Resilient, stable, and strong families are the foundation of our society.

Pedagogical Approaches for CCE

There are a variety of pedagogical approaches which may be applied in the teaching and learning of CCE. These are based on developmental psychology and theories of how students learn values and social-emotional competencies.

Our Stretch Opportunities

CSA x Microsoft Cybersecurity Hackathon

St Luke’s ElderCare Befriending Programme where our student volunteers regularly, engaging our elderly in the community in activities and beriending.

KidsRead programme at Ahmad Ibrahim Primary School where our student volunteers regularly to engage primary school children in reading and storytelling.
